Andrew Blair joined Elenchus in January 2016 as a Research Analyst. He previously worked for the Ontario provincial government over a seven-year period as a trusted analyst and a trusted accountant.
 
Andrew has a Master’s Degree in Economics from Carleton University and a Bachelor’s Degree in Economics and Financial Management from Wilfrid Laurier University.

Brady is an Energy Economist with nearly 10 years of experience in the electricity sector, both with regulated utilities and electricity markets, based in Toronto. He has participated in dozens of regulatory hearings at the Ontario Energy Board, including drafting arguments and cross-examining witnesses.
 
Brady also appeared before parliamentary committees. His research and commentary on the electricity sector and other regulated sectors have been published and quoted extensively in the media and the legislature.
 
Prior to joining the Elenchus and Power Advisory alliance, Brady worked as a Senior Analyst within the Market Assessment and Compliance Division at the Independent Electricity System Operator. As part of that role, he conducted analysis on the competitiveness of Ontario’s electricity market and assessment of potential exercises and abuse of market power, including drafting reports published by the Market Surveillance Panel among other reports and studies. He was also an economist and Executive Director of the Consumer Policy Institute, a public advocacy group that regularly participated in regulatory proceedings.
 
Brady holds an MA in Economics from York University and a Masters in Writing and Cultural Politics from the University of Edinburgh.

Bruce is energy and marketing professional with thirty-five years of the energy business, regulatory and marketing experience. With a proven record of success in marketing, business planning financial analysis, regulatory, risk assessment and management, Bruce has strong organization, communications and human resources management skills.
 
In addition, he has an outstanding track record of promoting customer satisfaction and employee training. Bruce is President of Fraser Energy Consulting Inc. Bruce is also an Associate with Elenchus Research Associates. He is a former member of the OEA Green Energy and Conservation Committee, a former director and Treasurer of the Ontario Energy Marketers Association and a former member of the ONGA Power Generation Committee.
 
Bruce was also a Director on the Board of CECO Real Time Operations Inc. an Alberta company providing commodity management services in the Alberta electricity market. Bruce has a Bachelor of Commerce and is a Certified Management Accountant (CMA/CPA).

Christine is an Economist based in Calgary, with 9 years of experience in the electricity industry. She has experience in regulatory and markets. Christine’s experience includes distribution connected generation (DCG) issues in Alberta (e.g., DCG Credits such as Option M, substation fraction, adjusted metering, etc.), transmission and distribution tariff, performance-based regulation, regulated rate option energy price-setting plans, and capacity markets.
 
She has worked with a range of clients in all segments of the electricity market, with a particular focus on utilities and generation owners and developers, including DCG developers, renewable generation developers, and co-generation owners. Christine has testified before the Alberta Utilities Commission and represented clients in Alberta Electric System Operator consultations. She has also worked behind the scenes on regulatory application development and support.
 
Prior to joining the Elenchus and Power Advisory alliance, Christine worked for the Alberta Utilities Commission in the distribution rates department where she worked to develop the 2018-2022 performance-based regulation plan and supported numerous other rate applications. Prior to the Alberta Utilities Commission, she worked for the Alberta Electric System Operator in the competitive process department, where she was involved in designing a competitive procurement process and using that process to bid out the Fort McMurray West transmission project, which was later modified and used for the Renewable Electricity Program.
 
Christine holds an MA in Economics from the University of Calgary.

John Todd has specialized in government regulation for 40 years, addressing issues related to price regulation and deregulation, market restructuring to facilitate effective competition and regulatory methodology. Sectors of primary interest in recent years have included electricity, natural gas and the telecommunications industry.
 
John has assisted counsel in over 250 regulatory proceedings and provided expert evidence in over 125 hearings. His clients include regulated companies, producers and generators, competitors, customer groups, regulators and government.

Russ is an Associate after serving 34 years in the Ontario government including 13 years at the Ontario Energy Board during which period he was involved with every area of electricity regulation. He was the Board’s subject matter expert on smart grids and assists clients on smart grids.
 
Prior to joining the Board, Russ was the Ministry of Finance’s manager of environmental economics and was a senior adviser on environmental policy at the Cabinet Office to both the Rae and Harris administrations.
 
Russ has an undergraduate degree in chemistry and graduate (master's) degrees in economics and environmental studies.
